WHAT IT MEANS: The first 100 days of Donald Trump’s presidency have been anything but typical, but in one sense, this has been the first normal transition for lobbying firms since President George W. Bush’s in 2001. When President Barack Obama took office in the depths of the financial crisis in 2009, Democrats immediately moved to pass a massive infrastructure passage and then moved to tackle health care. “It was an explosive environment in which everybody was looking at what to do,” driving a strong demand for lobbying, said Darrell Conner, the co-leader of K&L Gates’ public policy and law practice. This time around, many companies are still waiting to see what the Trump administration will do on taxes and infrastructure, among other big-ticket items. He expects lobbying to pick up as more details come out. “This has the potential to be a very robust year for the lobbying community,” he said.

— “It’s been a little bit slower on the legislative side that I think some people expected,” said Elizabeth Gore, the chairwoman of Brownstein Hyatt Farber Schreck’s government relations department. But some clients are eager to start lobbying even if Congress and the administration aren’t there yet. “The flipside of that is there is opportunity to shape the debate because it is still unformed.” She expected Brownstein’s billings (which ticked up to $6.6 million in the first quarter from $5.7 million in the fourth quarter ) will pick up in the rest of the year. “I think we’ll certainly hold steady, and I would expect another increase in the second quarter,” she said.

TREASURY DENIES EXXON WAIVER FROM RUSSIA SANCTIONS: “The Trump administration said Friday that it would not grant a waiver from Russian sanctions to Exxon Mobil or any other energy companies,” POLITICO’s Ben Lefebvre reports. “The Treasury Department announcement follows reports that Exxon had been seeking such a waiver to drill in the Black Sea. It comes as the FBI and congressional intelligence committees investigate Russian hacking aimed at disrupting the last election and potential contact with members of President Donald Trump‘s campaign.” Full story.

TOP RETAILERS ALMOST QUADRUPLE LOBBYING SPENDING: “Three top U.S. retailers almost quadrupled their combined spending on lobbying in Washington during the first quarter of 2017, as they work to defeat a corporate-tax proposal that some have said threatens their industry,” Bloomberg NewsBen Brody and Matthew Townsend report. “Target Corp., Best Buy Co. Inc. and Gap Inc. spent almost $3.2 million combined on lobbying during the quarter — up from $830,000 in the same period a year ago — according to federal lobbying disclosures filed Thursday. The retail industry’s top issue since President Donald Trump took office in January has been to defeat the border-adjusted tax that’s central to House Speaker Paul Ryan’s plan to overhaul the tax code.” Full story.

INAUGURAL COMMITTEE REPORT INCLUDES INACCURATE DONATIONS: Donald Trump’s inaugural committee “claimed in its official filing with the Federal Election Commission that it received a $25,000 donation from Katherine Johnson, the distinguished NASA mathematician and physicist,” The Intercept’s Lee Fang reports. “The filing listed her address at 1 NASA Drive in Hampton, Va., the location of NASA’s Langley Research Center. Johnson, who is retired at age 98, does not live at the research center. Eugene Johnson, who described himself as a friend and power of attorney for Katherine Johnson, told The Intercept that the ‘donation is fake, she did not make that donation.'” It’s one of several donations to the committee that appear to be inaccurate.
